UK Social Homes RHPP Competition has £10M Funds Available for Renewable Heating Projects

The UK government has announced yet another green energy subsidy gimmick for housing associations.

But because it is worth ten million pounds, it really is worth reading up about it.

Called  the “Renewable Heat Premium Payment for Social Housing”, this new pot of money funds renewable heating in social homes if they install one or more of these “MCS-eligible” technologies:

  • solar thermal such as solar water heating systems, such as Solartwin,
  • biomass boilers,
  • heat pumps: ground source, air to water or water to water

…or a combination of these technologies in England or Wales or Scotland, NOT Northern Ireland. [Update of 1/6/2012: the Northern Ireland RHPP scheme has been announced and it pays £20 more, ie £320 for homes, whether they are privately owned or social homes. Here is the official site. You can ask for up to £175,000 in funding. There are financial benefits as well as PR benefits to be won!

We have analysed the scoring criteria in relation to solar water heating, and the ideal RHPP project:

  • Bids for only £300 per property, and not the full £2000 which is theoretically eligible. This is because the competition’s “value for money” rules make high priced bids per home much less competitive. Indeed this single “value for money” factor is weighted at 50% of the total “win or lose” score. In other words, most housing associations will probably need to stump up a lot of cash.
  • Changes tenant behaviour and awareness of home energy use, and is, of course, well planned

And it also installs retrofit solar water heating into existing homes which

  • have tenants living in them with whom you have consulted, and who actually want solar water heating
  • and have solid wall insulation in place. (This helps but is not 100% essential.)
  • are heated using high carbon fuels such as (in descending order of merit)
  1.   Peat
  2.   Electricity
  3.   Smokeless fuels
  4.   Coal.
  • (Oil and gas heated homes are, in theory, eligible but score fewer points.)

What next?

As with many of our government’s half-cocked renewable energy projects, there will now be a crazy application scramble (we can write much of it for you!) and a strange but at least fairly transparent “points-based” rating progress. Your application will be a stab in the dark, but given that about a third of entries to a previous version of this competition actually won, it is well worth applying provided that your housing association can find the residual funds.

You MUST apply in full by 4 July. That’s a real challenge, so act now!
